Why do we see traffic in fabric bulk channel when there are no migrations but cluster has XDR 4.9 configured?

Detail

In a cluster with no migrations happening, we can see traffic on fabric bulk channel which is mainly for migration data.
What can cause this traffic on fabric_bulk apart from migrations?

Answer

If cluster has XDR configured to ship to one or more destination clusters, there are certain situations where XDR cannot ship a record and so the digest log entry is re-logged in the digest log so that the shipping can be attempted again later.
This XDR re-logging will happen via fabric bulk channel and hence the traffic even when there are no migrations.

Notes

Situations which can cause XDR to re-log a record are described in this article What-might-cause-XDR-to-re-log-a-record .
